A Georgia lawmaker is leading efforts to distribute legally approved cannabis oil to hundreds of sick residents who can’t access medical marijuana. State Rep. Allen Peake runs the Medical Cannabis Working Group, a rudimentary and clandestine network that gets cannabis oil to patients in the state.
While the state General Assembly has backed medical marijuana for state residents, there remains no state-sanctioned system for marijuana growth in Georgia, a conundrum that has many residents taking risks with out-of-state growers and — in desperate cases — unregulated suppliers. The situation has led Peake, recognized as the godfather of medical marijuana in Georgia, to lead the way in the creation of distribution channels.
“We now have, for all practical purposes, a distribution network where we will funnel this product to families who are properly registered with the state and have the legal right to possess up to 20 ounces,” he told the Associated Press.
Gov. Nathan Deal, along with the state’s law enforcement agencies, are not big supporters of Georgia expanding into the marijuana business, so a cultivation system is a long way off. Further, state officials say as long as the Food & Drug Administration still classifies marijuana as an illegal substance — even possession of it — there is no local incentive to make it easier for residents to access it.
“All we want to do is provide medicine to a family who can benefit from it and see the quality of their life change every single day,” Peake told AP.

Peake’s product is delivered to Georgia patients cost-free, although it costs him $100,000 a year. Peake also stays clear of the details of where and how the marijuana product arrives to his warehouses. “Quite frankly, I don’t know how the product gets here,” he said.
Peake, a Macon Republican, has been pushing for marijuana legislation for the past few years, scoring breakthroughs only recently. In 2015, Peake shepherded through approval a bill that legalized the limited use of cannabis oil for people with certain medical conditions. Just last month, state lawmakers approved a measure to expand the number of ailments that can be treated by the oil.
The bare-bones delivery network, consisting oftentimes of a runner who meets a patient or their family member in a parking lot, highlights the difficulties Georgia families face in finding relief for their loved ones who suffer from diseases that can be treated and improved by medically administered marijuana.
In the most recent legislative session, Peake’s Senate Bill 16 was overwhelmingly approved by both chambers. The bill expands cannabis oil treatment to patients suffering from AIDS, certain forms of autism, Alzheimer’s disease and Tourette’s syndrome. Also, hospice patients would also be eligible to get access to the oil.
After a House vote on the bill, lawmakers gave Peake a standing ovation for his work on medical marijuana in the state.
